About Angela

Angela Satepauhoodle Toineeta is the daughter of Evans Ray and Genevieve Jewell (Oberly) Satepauhoodle. A graduate of Hominy High School and Stephens College in Columbia, Missouri, she holds a Bachelor of Arts in Psychology.

She is 1/2 Cauigu (Kiowa) and 1/2 WahZhaZhe (Osage), a full-blood Native American, traditional with both tribes.

After 32 years of federal service with the Bureau of Indian Affairs, Osage Agency in Pawhuska, Oklahoma, Angela retired with a specific and hard-earned depth of knowledge. Seventeen of those years were spent directly in oil accounting within the Minerals Accounting Section. Her work required daily coordination with government management, tribal officials, oil lessees, and oil purchasers — domestic and foreign. She understands the processes, the documentation, the relationships, and the responsibilities that govern how Osage mineral wealth is tracked, managed, and accounted for.

That experience is not theoretical. It was built case by case, working alongside some of the most professional staff the BIA has employed. Angela was not on the periphery of this work — she was integral to it.

Her federal service also included serving as liaison between the federal government, the Osage Agency, post-secondary educational institutions, oil and gas lessees and purchasers, federal women's organizations, and the O.T.E.C. scholarship committee. She has worked across agencies, institutions, and governments, and knows how to build and maintain the lines of communication necessary to get things done.

As a headright holder herself, a right passed down through her grandmother, she has a personal stake in the integrity and future of the Osage Minerals Council.

Her Commitment

Angela brings procedural knowledge, minerals accounting experience, and a straightforward dedication to ethical service. She is committed to participating fully in OMC votes, upholding Robert's Rules of Order in meetings, and keeping headright holders informed and represented.

She is also committed to supporting the Orphan Well Project Implementation Grant by helping establish the lines of communication between the organizations needed to reduce orphaned well sites across the Osage Reservation and County — a practical issue that requires exactly the kind of interagency coordination she has spent her career navigating.

Angela understands federal and tribal budgets and the adjustments required to work within them. She believes that information should be made available to headright holders — clearly, honestly, and without delay.

Transparency, to Angela, is not a talking point. It means being honest, trustworthy, and ethical in service to the Osage Minerals Council and, most importantly, to the headright holders she will represent.
